Most Proceedings in the Current Assembly Session Are Paperless: Assembly Speaker

Udaipur | Efforts are being made to transform the Rajasthan Legislative Assembly into one of the best in the country through innovations in technology and technical advancements. These innovations have had a positive impact during the current assembly session. By the next session, all proceedings of the assembly will be completely paperless. This was stated by the Speaker of the State Assembly, Mr. Vasudev Devnani, during a media interaction at the Circuit House in Udaipur on Tuesday.

Mr. Devnani explained that iPad tablets have been provided at all 200 seats in the assembly. Members have been given formal training on how to use them. A significant portion of the work during this session is being carried out online through these devices. Twelve technicians have been deployed in the house to assist members with any technical issues. Efforts are being made to ensure that all members become proficient in the online work system, and the entire assembly will function in a paperless manner. Based on the progress so far, it is expected that the entire assembly’s proceedings will be paperless by the next session. The Speaker was welcomed at the Circuit House by several dignitaries, including former Deputy Mayor Paras Singhi, social worker Mangilal Joshi, Gajpal Singh, and Pushkar Teli.

**Time Saved, Convenience Increased**

Mr. Devnani further added that the paperless system is providing significant convenience to the members and saving time. By receiving answers to their questions online, members are now able to directly ask supplementary questions, which has increased the productivity of the assembly. Additionally, members now receive footage of the proceedings by the evening of the same day, instead of waiting two to three days.

**Executive Accountability to the Legislature Has Increased**

Mr. Devnani also mentioned that efforts are being made to ensure that all questions raised by the members on the floor of the house are answered in a timely manner. After informing senior officials about this, the assembly has managed to answer most of the 5,000 unaddressed questions from previous assemblies, with only 1,200 remaining. In the last budget, out of 10,000 questions raised, answers to 9,250 were provided, which is approximately 92%. This number is expected to reach 95% soon. Additionally, answers to attention-drawing motions and petitions are now also being received.

**Emphasis on Discipline**

Mr. Devnani emphasized that the assembly will continue to operate according to its traditions, rules, and principles. Positive outcomes have been achieved from the all-party meetings held before the session for smooth functioning. He further mentioned that, under the rules, all members have the right to express their views, ensuring that public issues are raised with sensitivity. Maintaining discipline in the house is crucial. Strict action has been taken in the past against members who exhibited improper conduct, and similar stringent measures will be taken against those who engage in such behavior in the future.
